In a numbered despatch of even date I have

forwarded to you the correspondence between this Government and the China Coast Officers' and the Marine Engineers' Guilde on the subject of the piracy regulations.

2.

It is not easy to say how far the letters from these Guilds represent the views of the members as a whole, but I gather from various sources that the officers of the well-run European-controlled ships do not agree with them and that the opinions expressed are merely those of the officers of the Chinese owned vessels. In regard to these

officers I would invite reference to paragraphs 6 and 9 of my despatch No.203 of May 5th.

They are, as a rule, of a very poor type and

the observations made by the Naval Intelligence Officer at the "Tei Lee" enquiry probably apply to the great majority

of them.
